AFP23 - Anti-Federalist Papers - Part 23

In Letter No. 5, Cato talks about the separate functions of the proposed government; that the distinctions between their enumerated duties will become blurred and therefore ineffectual.

He asserts that this inadequacy will result in danger to the people's liberty.

He makes an obvious, though profound, argument that while the citizenry is embarking on a new course, Americans are every bit as vulnerable to the whims of human nature as the peoples of other lands.

He argues that the small size of the new Congress will not provide for adequate representation for every demographic.
