AFP04 - Anti-Federalist Papers - Part 4

Centinel allowed that the Articles of Confederation were unwieldy and had questionable mechanisms for collecting taxes. 

He was concerned that the new Constitution would be a radical departure from the existing charter, that the taxes collected would take a larger share than what the people were accustomed to, and that one [Federal] overarching government would be a juggernaut.

In Paper No. 4, Centinel invoked the Swiss model and emphasized that it would be the best for the fledgling nation.  He knew of and lamented the deception practiced by the Founders, who discarded the Articles of Confederation under the false rubric of revising them.
